Lead Quantity Surveyor PMC

Your mission
Within a Project Management Consultancy (PMC) assignment, the Lead Quantity Surveyor is responsible for the overall cost management, commercial control, and contractual oversight of the project, ensuring cost certainty, value optimization, and compliance with contractual and financial requirements throughout the project lifecycle.
The Lead QS coordinates commercial activities across all work packages (CSA, MEP, OFE, utilities) and supports the client in managing financial risk in fast-track, high-value DC environments.

Your key responsibilities

Commercial Strategy & Governance
- Establish cost management procedures, reporting structures, and governance within the PMC scope
- Ensure alignment with client commercial policies and contract requirements

Cost Planning & Budget Control
- Develop and manage the overall project budget and cost plan
- Monitor forecasts, commitments, and cash flow
- Identify cost risks, opportunities, and mitigation measures
- Support value engineering and cost optimization initiatives

Procurement & Contract Management
- Support procurement strategy and tendering processes for DC work packages
- Review commercial aspects of tenders, bids, and contract conditions
- Support contract negotiations and award recommendations

Change, Variations & Claims Management
- Assess variations, change orders, and claims from contractors
- Evaluate entitlement, pricing, and impact on budget and schedule
- Support negotiations and resolution of commercial disputes

Payment, Reporting & Financial Control
- Review and certify contractor payment applications
- Track final accounts and support financial close-out
- Prepare regular cost and commercial reports for the client and stakeholders

Data Center-Specific Responsibilities
- Manage fast-track and phased construction
- High-value MEP and CSA interfaces
- OFE and vendor-driven packages
- Coordinate closely with construction, engineering, and scheduling teams

Who you are


Education
- Degree in Quantity Surveying, Construction Economics, Engineering, or equivalent

Experience
- Proven experience as a Lead QS in a PMC / Owner's Engineer role
- Strong experience in Data Center projects is mandatory
- Experience managing large-scale, high-value, fast-track construction projects

Skills & Competencies
- English proficiency is mandatory
- Strong commercial and contractual expertise
- Excellent cost control, negotiation, and reporting skills
- Solid understanding of DC construction and procurement models
- Ability to manage multiple contracts and stakeholders
- Strong leadership and communication skills
