Task
- Develops and updates when necessary Electrical Safety Rules and Electrical Safe operating procedures in accordance with NFC 18-510 and local regulations. Is responsible for the overall application of the Electrical safety of works or installations.
- Ensures compliance of all projects working parties with Electrical safety instructions.
- Prepare and comment Electrical Safety related documentation.
- Review and comment Contractor's Electrical Safety Management Plans, Working procedures, Risk Assessments, Method Statements, Operating Manuals and other Contractor's documentation
- Establishes an organization to guarantee of Electrical Safety on Site, Safe and optimized LV/MV/HV Network Operation
- Develop and implement Permit System which comply with project Electrical Safety Rules
- Manages access and work authorizations in terms of Electrical Safety.
- Prepares or validates work in terms of Electrical Safety
- Monitors and controls the proper functioning of LV/MV/HV equipment and installations.
- Knows the limits of LV/MV/HV operation as well as the ongoing operations.
- Update project Single Line Diagrams.
- Notifies the employer of any anomalies observed.
- Within the framework of his/her delegation, he/she is the sole responsible for the electrical works or installations and the Electrical safety of the project.
- Oversee commissioning of LV/MV/HV systems to manage Safe Network Operation and Safety of Personnel
- Manage Electrical Safety interfaces among various Contractors and Grid Supplier until Hand-over to O&M
- Align with O&M on Network Operation requirements and ensure smooth Network operation hand-over. Capture and share Lessons Learned with O&M
- Participate in daily calls (with project, stakeholders, MCC)
- Lead the SAPs and Control Engineers with guidance and tasks
- Coordinates with operators of other systems and interconnection points before and after switching operations.
- Prepares cross-package electrical switching protocols and all necessary electrical safety documents.
- For all electrical related works (using Offshare platform - PTW management system) Edits, Reviews, Amends:
- Risk Assessment
- method statements,
- Isolation diagram
- lectrical Switching protocol
- Coordination of Emergency Response with stakeholders.
- Contacts person for RTE CEX.
- Prepare and Review Electrical Switching schedules, electrical safety report and audits, incl. templates and updates
- If required act as Control Engineer and Charge De Consignation , apply or remove LOTO, perform remote switching operations
- Perform electrical safety inspections and audits on site
- Develop and implement training programs for Electrical Safety qualifications of personnel and trainings on Electrical Safety Rules
- Develop and Lead Authorization Panels and process. Prepare and review authorization documentation and certificates
- Provide technical advise on electrical matters
- When required attend FAT, HAT, SAT, SIT
- Develop Electrical Safety Log book for Electrical Safety Documentation and Network Operations
- Monitors all remote switching operations on behalf of the project.
- Manages access to electrical rooms, ensure proper custody of safety keys.
- Adding or removing apparatus from the system: Edits, validates, and distributes among all parties Safety rules Clearance Certificate and Equipment Acceptance Certificate
- Monitors SCADA, until takeover of operation by O&M.
- Participates to handover and takeover of operation responsibility to ensure 24/7 coverage.
- Participates in the handover of the operation of the offshore substation, intraarray grid and export cables, and ensure the smooth transfer of knowledge between the commissioning team and the O&M team.
- Maintains day log of operational activities.
- Involve O&M personnel in Network operation and Electrical Safety Rules on site
