About the Company and the Role
We are looking for a Site Master Planning Lead to join our client, a leading player in the nuclear sector, for a major nuclear project based in Toronto, Canada.
Job Title: Site Master Planning Lead
Your Roles and Responsibilities
Position Overview:
This is a site-based leadership role responsible for coordinating all master planning and spatial integration activities for a large-scale industrial site preparation and conceptual engineering project. Acting as Deputy to the Construction Program Director, the role ensures that all site development concepts-including grading, drainage, utilities, logistics, access, temporary works, and permanent plant envelopes-are integrated into a coherent, constructible, and regulatory-compliant Site Master Plan.
The position provides on-site technical and coordination leadership, serving as the link between design teams, permitting specialists, construction readiness groups, and operations. The Site Master Planning Lead ensures that the spatial strategy anticipates all interfaces among civil works, environmental constraints, operational logistics, and future integration needs.
Key Responsibilities:
A. Site Master Planning and Integration
- Lead development, review, and refinement of the Site Master Plan, integrating inputs from all disciplines.
- Define and maintain spatial hierarchy (functional zones, utilities corridors, logistics platforms, temporary works).
- Ensure the master plan supports constructability, phasing, and safety functions in line with applicable standards.
- Coordinate arrangement of site elements (haul roads, access gates, water management systems, electrical routing, emergency access).
- Translate long-term operational strategy into phased site development plans.
B. On-Site Coordination and Interface Management
- Serve as primary site-based interface between engineering, operations, and site preparation teams.
- Coordinate design input requirements and field validation with geotechnical, environmental, civil, and utilities teams.
- Ensure consistency between conceptual engineering deliverables and validated site constraints.
- Manage interface meetings, field verifications, and design workshops.
C. Technical Oversight and Constructability
- Validate site layout and grading concepts against construction logistics and material handling strategies.
- Participate in constructability and operability reviews.
- Ensure digital site layout models reflect up-to-date field conditions and design assumptions.
- Support integration of temporary and permanent works plans.
D. Data Integration and Digital Coordination
- Oversee coordination of digital modeling and GIS integration.
- Maintain site layout registers and interface matrices.
- Validate data consistency between engineering deliverables and the common data environment.
- Support integration of master planning outputs with schedule logic for 4D planning.
E. Field Validation and Reporting
- Coordinate site walkdowns, topographic verifications, and updates to the master plan.
- Prepare and maintain site planning reports, diagrams, and risk assessments.
- Provide regular progress and coordination reports.
F. Leadership and Collaboration
- Act as on-site deputy for the Construction Program Director.
- Mentor discipline engineers and designers.
- Promote safety culture and proactive collaboration.
What Profile and Skills Are Needed for This Site Master Planning Lead Position?
Education:
- Degree in Civil, Structural, Infrastructure Engineering, or Urban/Industrial Planning.
Experience:
- Minimum 10 years' experience in site planning or civil infrastructure development for large industrial facilities.
- Experience in Canada is an asset (ideally already based in Canada).
Skills:
- Proficiency in Civil 3D, Revit, and GIS platforms.
- Strong understanding of constructability, grading, drainage, and utilities integration in regulated environments.
Languages:
- Fluent English required, French is an asset.
