Job Purpose TRE HSE Lead - HSE Deputy
Starting initially as TRE HSE Lead, at the end of NOY Project, the service provider will pass to an effective function of HSSEQ Deputy Manager.
The Service Provider will be responsible for support the HSE and the Project Teams to promote and ensure the highest of H&S performance and compliance standards, in-line with the French local requirements and policies and procedures, across all relevant operations and activities on site. Including those primarily involving employees and contractors but also considering any other stakeholders who may be impacted by site operations or activities - i.e. public, neighbours or visitors etc.
The service will also define and ensure compliance with the site HSE requirements and advise the HSSEQ Manager and other members of the site management team on statutory legislation, company policy and industry best practice.
They will ensure that consents and licences' obligations are monitored and carried out throughout the Construction phase of the windfarm and the preparation of the Operations and Maintenance Phases.
The TRE HSE Lead / HSSEQ Deputy Manager will also have a crucial role in the monitoring of contractor HSE performance.
Most relevant responsabilities are:
Support the HSE Engineers in ensuring continuous site operation in a smooth and non-interrupted continuation of construction works.
Provide support and technical safety advice to the HSSEQ Manager, Project Director, Offshore and Onshore Safety Team, during construction of the Wind Farm .
Ensure HSSEQ policies and procedures are maintained during the offshore works
To contribute to the development, introduction, improvement and review of health and safety management systems across the Project.
To engage with contractors, at decision level to ensure a proper assessment of trainings, risk assessments revision, verifying compliance, incident reporting and investigation, monitoring closure of actions and attending key meetings.
To challenge poor practice across all wind farm activities and assist in resolving such issues
To act as a deputy for the Project HSSEQ Manager
Planning and Organizing:
Support and constructively contribute to site policy and strategy development
Coordinate HSE day to day work, setting overall annual and project objectives in conjunction with HSSEQ Manager. He must ensure that the following HSE team responsibilities are completed:
Contractor Documentation (SMS) revision
Works Supervision
Weekly and monthly inspections
Incident registration
Weekly meeting
Permit to work approval
Contribute to project's legal register with a focus on site compliance and satisfying French H&S legislation
Facilitate and drive the process of making design risk assessments of all packages
Incident reporting review and general documentation and record keeping as set out requirements
Follow up on corrective and preventive measures
Prepare and implement a health and safety plan in accordance with applicable law and company policies
Qualification & Knowledge
Essential:
NEBOSH certificate or equivalent HSE qualification
GWO Certification
Offshore medical certificate and Effort test (Chester step or equivalent)
Must have a good understanding of French H&S and technical legislation/requirements or being capable for quickly acquire them.
Knowledge and capable of developing an understanding for procedural documentation
Desirable
Degree educated or significant demonstrable experience in a relevant discipline
Must be able to understand the logics of database systems
Appropriate communications approach towards directors and on site level staff must be understood to reach the right audience
ISO 45001 and 9001 knowledge
Expert knowledge of Quality Management Systems, quality standards and other management systems (Environmental)
Bachelors (BSc/BEng) degree being engineering oriented.
Experience
Essential:
Prior HSQE experience in the offshore wind industry or industry with similar operational and safety challenges (e.g. Oil & Gas).
A high degree of awareness of H&S management standards & practices, applicable legislation and best practice in H&S management, gained in a renewables or offshore setting
Desirable
Experience of development, implementation and maintenance of HSQE policies, plans, procedures and reporting methods
Experience driving HSQE performance of internal and external teams
Experience of accident investigation
Skills and aptitudes
Willingness to work at heights in remote offshore locations, good level of physical fitness
Positive attitude: Proactive, team player
Excellent interpersonal skills, ability to communicate and influence at all levels, within the organisation and externally
Excellent IT and project management skills
Presentation of information in accurate and clear manner with relevant detail
